Bi-annual SARS EasyFile PAYE Reconcilliation

The first bi-annual PAYE Reconciliation will take place from 01 September to 31 October 2010. Pastel has released Pastel Payroll 2011 Update 3 to accommodate all the changes required by SARS for the first bi-annual PAYE Reconciliation.
Please take note that the bi-annual submission is completed for reconciliation purposes only and that you should not issue these tax certificates to your employees.
When must the 2011 Update 3 CD be installed?
o It is important that the upgrade is installed before finalising the August 2010 payslips to ensure that the latest SARS e@syFile validations are applied. This will assist in generating an error-free bi-annual submission of tax certificates.
When must the bi-annual reconciliations be completed on SARS e@syFile?
o SARS will release a new version of e@syFile on 01 September 2010. Employers must download and install the e@syFile upgrade on or after 01 September 2010. The electronic IRP5/IT3(a) tax certificates generated from Pastel Payroll 2011 Update 3 must be uploaded and submitted together with the EMP501 Reconciliation Declaration for the period 01 March 2010 to 31 August 2010. SARS will allow employers to finalise their bi-annual reconciliations up until 31 October 2010.
How will I generate electronic tax certificates for the bi-annual submission on Pastel Payroll?
o UPGRADE - Install Pastel Payroll 2011 Update 3.
o EXCEPTIONS - Before finalising the August 2010 payslips, print the IRP5/IT3(a) Exceptions report. Correct any of the issues listed that might cause your bi-annual submission to be rejected.
o PROCESS PAYSLIPS - Process and print the final payslips for August 2010. Any serious errors that still need to be corrected before you can submit your bi-annual reconciliation will be listed on the Payroll Run Exceptions Report. Correct these errors before printing the final payslips for August 2010.
o PAY PERIOD UPDATE - Process a Pay Period Update for August 2010. If any possible errors still exist, Pastel Payroll will prompt you to print the IRP5/IT3(a) Exceptions Report and to correct any issues that might cause your bi-annual reconciliation to be rejected before updating into September 2010.
o BACKUP – Pastel Payroll will force you to make a backup before updating into September 2010. It is important that you make a backup of August 2010 in case you need to restore the data to make any corrections to the bi-annual reconciliation data.
o CSV – Generate the IRP5.11 file that must be uploaded into SARS e@syFile. This csv file can only be created once the payroll has been updated into September 2010 or later and all IRP5/IT3(a) exceptions have been corrected. The IRP5.11 file will only contain tax certificates for the period 01 March 2010 to 31 August 2010.
o EMP501 – Print the EMP501 Reconciliation Report from Month 01 (March 2010) to Month 06 (August 2010). Use this report to complete the Reconciliation Declaration on SARS e@syFile.
Will SARS reject tax certificates without individual income tax reference numbers?
o No, e@syFile will import tax certificates without individual income tax reference numbers. These employees’ information will however be sent to SARS, validated and then registered for income tax if they have not yet been registered. SARS will return all outstanding individual income tax reference numbers to the employer before February 2011 to ensure that the final certificates are populated with the employees’ income tax reference numbers. This process will be completed for all employees, regardless of their annual earnings.
